Who do determine success of the project and its further future?

Definitely, they are stakeholders of the project.

 An individual, group or organization who may affect, be affected by, or perceive itself to be affected by a decision, activity or outcome of the project.

 

Work with your stakeholders on daily basis and your project will get amazing benefits.

Simple formula of success:

On time + On budget + On required Scope of Work (SOW) + Meet expectations = Project Success

I suggest that everybody has such situation in own project.

Of course, it’s not one case in any project. There are lot of similar situations.
